[Interventions of the maternal and newborn health program based on financing for performance].

Sr. Editor. La política nacional de modernización de la gestión pública tiene por objetivo el orientar, articular e impulsar en todas las entidades públicas, el proceso de modernización hacia una gestión pública para lograr resultados que impacten positivamente en el bienestar del ciudadano y el desarrollo del país (1). En ese sentido, el presupuesto público constituye un instrumento de gestión pública y de programación financiera y económica esencial para promover el desarrollo económico y social del país. Con este objetivo, el Ministerio de Economía y Finanzas (MEF), desde el 2007 (2), inició la implementación del presupuesto por resultados (PpR) con la finalidad de reemplazar la manera tradicional de formular el presupuesto del sector público, basada en la asignación histórica (incrementalismo), por una que persiga resultados bien definidos; además, busca cambiar la manera de tomar decisiones en torno a líneas de gasto, insumos o procedimientos, y centrarla, más bien, en la cobertura de bienes y servicios necesarios para alcanzar los resultados.
